For many Cebuanos, general community quarantine (GCQ) is still very new, particularly for those residing in Cebu City and Mandaue City. Since May 15, 2020, Cebu Province and City of Lapu-Lapu have been under GCQ.
We have picked up the information on what you should know about GCQ to at least give clarification and simple information and guidelines.
- Quarantine Pass for non-workers is still required; employees may present Company ID or Employment Certificate (COE).
- Mandatory wearing of face masks
- Individuals not below 21 y/o and not above 60 y/o are allowed to go out (Curfew: 10PM-5AM)
- Malls are allowed to operate (non-leisure only).
- Public transport allowed: Buses, jeepneys, v-hires, taxis, Grab at 50% capacity and strict physical distancing
- Private transport allowed: All private vehicles are allowed but must follow Number Coding Scheme
- Barbershops & Salons are allowed (starting June 7) (basic cutting services only)
- Non-contact outdoor activities are allowed: Jogging, Biking, Golf, Swimming, Skateboarding
- Movement or travel for leisure purposes – NOT ALLOWED
- Individuals under 21 y/o and above 60 y/o; individuals with health conditions and pregnant women – NOT ALLOWED
- Mass gathering (Parties, Convention, Mass) – NOT ALLOWED
- Gyms, Sports Facilities, Cinemas, Karaoke – NOT ALLOWED
- Travel and tourist spots – NOT ALLOWED
- Personal care (massage, facial, sauna) – NOT ALLOWED
- Internet cafes, Libraries, Amusement centers – NOT ALLOWED
- Border control and checkpoints (Must present vehicle/quarantine pass or company ID/COE)

NOTE: Numbers below refer to the last number of the vehicle’s plate number.
Cebu City
- Mon, Wed, Fri– Ending in: 1, 3, 5, 7, 9 (ODD)
- Tue, Thu, Sat – Ending in: 2, 4, 6, 8, 0 (EVEN)
- Sun – No Vehicles & Motorcycles Allowed
Mandaue City
- Mon, Wed, Fri– Ending in: 1, 3, 5, 7, 9 (ODD)
- Tue, Thu, Sat – Ending in: 2, 4, 6, 8, 0 (EVEN)
- Sun – 12:00AM-11:59AM (ODD) and 12:00NN-11:59PM (EVEN)
Lapu-Lapu City
- Mon, Wed, Fri– Ending in: 1, 3, 5, 7, 9 (ODD)
- Tue, Thu, Sat – Ending in: 2, 4, 6, 8, 0 (EVEN)
- Sun – 5:01AM-11:59AM (ODD) and 12:00NN-9:59PM (EVEN)
Public Transportation
Buses, jeepneys (modern & public), v-hires, taxis, and Grab will now be allowed to operate at 50 percent capacity, strict physical distances, and other health protocols mandated by the LTFRB.
Cebu City
Point to point (P2P) buses and modern PUJs will be deployed by the LTFRB during the General Community Quarantine and will have inter-city and intra-city routes.
Cebu North:
- Temporary bus terminal: CityMall in Consolacion town
- Routes: Consolacion to Tabuelan, Tuburan, Bogo City, Maya in Daanbantayan, Lambusan in San Remigio via Hagnaya, and on to Bantayan Island.
Cebu South:
- Temporary bus terminal: Cebu South Coastal Road on the Lantaw Restaurant property
- Routes: Talisay City to Samboan, Balamban, Pinamungajan, Asturias, Barili, Carcar, Dumanjug, and Sibonga.
